Two of Broward's three largest hospital systems are currently out of network with Florida Blue. Broward Health went out of network on July 1, 2025, affecting roughly 17,000 members. Memorial Healthcare System followed on September 1, 2025, affecting about 31,000 more — and that second one hit employer plans, Medicare Advantage and ACA Marketplace plans alike.
If you live in Hollywood, Pembroke Pines, Miramar or Hallandale, Memorial is very likely your hospital. If you live in Fort Lauderdale, Coral Springs or Pompano, it is probably Broward Health. Buying a Florida Blue plan on price alone right now can quietly put your nearest emergency room out of network.
The hospitals' response was to start their own insurer. 22 Health, launched jointly by Broward Health and Memorial Healthcare through Community Care Plan, is new for the 2026 plan year and is sold in Broward County only. It is a real option that most comparison sites will not surface, because it does not exist anywhere else.

Open enrollment for 2027 coverage runs November 1, 2026 through January 15, 2027, with December 15, 2026 the deadline for coverage starting January 1. Eleven companies sell on-exchange individual plans in Broward for the 2026 plan year and thirteen sell off-exchange, according to the Florida Office of Insurance Regulation — the widest choice of any Florida county. That includes 22 Health, a new plan sold only in Broward. Which of them is right for you depends far more on your doctors and hospital than on the premium.
It depends on the carrier. Both systems went out of network with Florida Blue during 2025 — Broward Health on July 1 and Memorial on September 1 — and as of this writing those contracts have not been restored.
