Health insurance is a county-level product
Florida uses one rating area per county. The same person, same age, same income pays $631 a month in Hillsborough and $750 in Collier for an average Silver plan. That is not a negotiation — it is filed with the state.
Broward has eleven companies selling on-exchange plans. Collier has five. Monroe County has one. A national comparison site will happily show you a plan that is not sold where you live.
Two of Broward's three big hospital systems are currently out of network with Florida's largest insurer. You will not find that on a price-comparison table, and it is the single thing most likely to make you regret a plan.
A childless adult does not qualify for Medicaid here at any income, and subsidies start at 100% of the poverty level. What happens between those two depends on which county you are standing in.

What does a health insurance broker actually do?
A broker is licensed by the state to compare and sell plans from multiple insurance companies. Going direct to one carrier shows you that carrier's plans only. A broker compares the whole market in your county, checks whether your doctors and hospital are in network, and handles the application and the follow-up. An independent broker is not employed by any single carrier.
How much does it cost to use a broker?
Nothing. There is no consultation fee and no service fee. The carrier compensates the advisor when someone enrolls, and that compensation is already built into the plan's filed rate — so your premium is identical whether you enroll through a broker, on your own, or through another agent. Buying direct does not get you a discount.
Do I need a broker who is local to me?
You need one licensed in your state, and it helps enormously if they know your local provider networks. Plan availability, pricing and hospital participation are set county by county in Florida — a broker who knows that Broward Health went out of network with Florida Blue, or that Collier has only five on-exchange carriers, will save you a mistake that a national call centre will not.
